YUMA COUNTY BOARD OF SUPERVISORS MINUTES: July 7, 2026 Regular Session The Yuma County Board of Supervisors met in Regular Session on July 7, 2003. The meeting was held at 198 South Main Street, Yuma, Arizona. At 9:03 a.m., Chairman Stuart convened the meeting. Board members present: Lenore Loroa Stuart, Lucy Shipp, Robert J. McLendon, Casey Prochaska and Marco A. Reyes. Staff present: Interim County Administrator Harold Aldrich, County Attorney Patricia Orozco, and Interim Clerk of the Board Sue Stallworth. Supervisor Shipp led the Pledge of Allegiance. Item C: CALL TO THE PUBLIC. Juvenile Court Director Tim Hardy presented the Board with a professional photograph of the new Juvenile Court Center facilities for display. Yuma County Chamber of Commerce President Ken Rosevear thanked Public and Legislative Affairs Director Kevin Tunell and Sheriff Ralph Ogden for their participation in the planning for the recent Warrior Welcome Celebration. Item D: PRESENTATIONS: Item D1: Presentation to Chief Deputy Clerk of the Superior Court Suzanne Quinn in appreciation for service to the Yuma County Employees Benefit Trust Board, from January 1, 2026 through June 30, 2003. Ms. Quinn was presented with a plaque in honor of her voluntary service on the Trust Board, followed by remarks from Clerk of Superior Court Beverly Frame, County Attorney Patricia Orozco, and Chairman of the Trust Board Bill Esmeier. Item D2: Presentation to Chief Adult Probation Marty Krizay of the 2003 National Association of Counties Achievement Award for the Arizona Probation Financial Program in recognition of the county's hard work and high caliber program that promotes responsible, responsive, and effective county government. Mr. Krizay was presented with the Award Certificate by Chairman Stuart, and stated this is the eighth achievement award the department has received from NACo. At 9:17 a.m., Chairman convened the Joint Sessions of the Yuma County Board of Supervisors and the Boards of Directors of all Improvement Districts; the Library District; the Flood Control District; all Special Districts, and the Jail District. Item E: Discussion and possible action on the Yuma County Fiscal Year 2003-04 Budget:Financial Services Director Doug Allen represented the Budget Review Team . He explained the attachments, modifications as recommended by the BRT and budget schedules included with the agenda item. There was no official action. Item E1): Receive public comments on the Fiscal Year 2003-04 Tentative Budget and Yuma County's salary plan; Chairman called for comments from the public. There were none. Item E2): Adopt the Fiscal Year 2003-04 Tentative Budget; Following discussion with the BRT, the Board's discussion indicated a consensus to (1) make no changes to Attachments A and B; (2) Attachment C-1, authorize retaining the recurring amount of $6,878 in the Victim Services budget, and no other changes were identified;(3) Attachment C-2, no changes were identified; (4) Attachment D, program undesignated funds in the amount of $102,044 to Development Services for the Environmental Program position and startup costs; $19,088 to Superior Court for one half-time security officer position; add $25,000 to the Public Works Clean Up Program for a total budget of $50,000; and program the remaining balance of $8,439 to the Contingency Fund. Item E3): Set the date and time of August 4, 2026 at 9:00 a.m. for the public hearing to adopt the Yuma County Fiscal Year 2003-04 Annual Final Budget and the Truth In Taxation public hearing; Supervisor Shipp moved and Supervisor Reyes seconded to adopt the Yuma County Fiscal Year 2003-04 Tentative Budget in the amount of $198,317,748, modified as discussed here today and establish August 4, 2026 at 9:00 a.m. as the time for the public hearing to adopt the Final Budget and to conduct the Truth in Taxation public hearing. The motion carried 5-0 by a roll call vote: Shipp-aye; Reyes-aye; McLendon- aye; Prochaska-aye; and Stuart-aye. Item E4): Authorize the implementation of the new Yuma County salary plan, effective July 6, 2003. Supervisor Shipp moved and Supervisor Prochaska seconded to authorize the implementation of the new Yuma County Salary Plan, effective July 6, 2003. Motion carried. At 10:00 a.m., Chairman adjourned the Joint Sessions of said Boards of Directors and reconvened the Yuma County Board of Supervisors in Regular Session. CONSENT AGENDA: Supervisor Shipp moved and Supervisor McLendon seconded to approve Consent Items Nos. 1 through 4 as presented. Motion carried. Approved items are: No. 1:County Attorney: No. 1a): Authorize Chairman and the County Attorney to sign the Fiscal Year 2003-04 Crime Victims Assistance Program Grant Agreement with the Arizona Criminal Justice Commission in the amount of $19,584 with matching funds in the amount of $19,584 to come from the General Fund appropriation. Approval is subject to review by Financial Services. No. 1b): Authorize Chairman and the County Attorney to sign the Fiscal Year 2003-04 Crime Victims Compensation Program Grant Agreement with the Arizona Criminal Justice Commission in the amount of $66,991. Approval is subject to review by Financial Services. No. 1c): Authorize Chairman to sign the Fiscal Year 2003-04 Arizona Criminal Justice Commission Aggravated Domestic Violence Grant No. ADV-04-214 in the amount of $18,063. No. 1d): Authorize the Chairman to sign the Edward Byrne Memorial Grant No. PC-040-04 in the amount of $337,494 for Fiscal Year 2003-04. No. 2: Juvenile Court: Adopt and authorize Chairman to sign Resolution No. 03-42, approving participation in the Fiscal Year 2003-04 Family Counseling Program and accept the funding allocation in the amount of $24,046 for a total amount of $30,058. No. 3: Assessor's Office: Approve Tax Roll Corrections pursuant to Arizona Revised Statutes, Title 42, Chapter 16, Article VI. No. 4: Financial Services: Approve the Accounts Payable & Payroll Demands disbursed in the amount of $7,264,304.70 for the period of June 4, 2026 through June 24, 2003. Ms. Myriam Roa represented School District 1 and responded to questions. Supervisor Shipp moved and Supervisor Reyes seconded to approve Item No. 5 as presented. The motion carried. No. 6: Information Technology Services: Adopt and implement the Personal Computer Life Cycle Management Plan as presented. Matt McClymonds, ITS Chief Information Officer, confirmed that start up funding for the plan in the amount of $275,000 is included in the Tentative Budget. Supervisor Shipp moved and Supervisor McLendon seconded to approve Item No. 6 as presented. Motion carried. No. 7: Human Resources: No. 7a): Action to consider appointment of a representative to the Yuma County Employee Benefit Trust Board of Trustees or direct staff to seek names for the nomination. Supervisor McLendon moved and Supervisor Shipp seconded to continue Item No. 7 to the August 4, 2026 meeting and direct staff to seek names for consideration. Motion carried. No. 7b):Action to approve the revised Yuma County Employee Benefit Trust Health Plan document as written, effective July 1, 2003. Supervisor Reyes moved and Supervisor Prochaska seconded to approve the revised Health Plan as presented, effective July 1, 2003. Motion carried. No. 8: Development Services: No. 8a): Adopt and authorize Chairman to sign Resolution No. 03-43, authorizing the submission of four (4) Fiscal Year 2003 Community Development Block Grant applications for the State Special Projects Account competitive component funds and the Application Certification Form. Supervisor Reyes moved and Supervisor Prochaska seconded to approve Item No. 8a as presented. Motion carried. No. 8b): Action to authorize the County Engineer to negotiate and enter into a contract for engineering services for the Avenue E Street Construction Project, County 23rd Street to the Port of Entry. Supervisor Shipp moved and Supervisor Reyes seconded to authorize the County Engineer to negotiate and enter into a contract with Kimley-Horn and Associates, and if unsuccessful, negotiate with Dahl Robbins. Motion carried. No. 9: Board of Supervisors: No. 9a): Approve the May 28, 2026 Special Budget Session minutes. Supervisor Shipp moved and Supervisor Prochaska seconded to approve the minutes as presented. Motion carried. No. 9b): Approve the June 16, 2026 Executive Session. Supervisor Shipp moved and Supervisor Prochaska seconded to approve the minutes as presented. Motion carried. No. 9c): Approve the June 3, 2026 Special Budget Session minutes. Supervisor Shipp moved and Supervisor Reyes seconded to approve the minutes as corrected. Motion carried. No. 9d): Action to qualify vendors and award the Fiscal Year 2003-04 Yuma County Print Bid for letterhead, envelopes, and business cards. Supervisor Shipp moved and Supervisor McLendon seconded to qualify vendors and award the Fiscal Year 2003-04 Yuma County Print bid for letterhead, envelopes and business cards as per the staff recommendation submitted here this morning. Motion carried. No. 9e): Action to award bids for the renewal of policies for Yuma County's Fiscal Year 2003-04 Comprehensive Insurance Program and Broker Services. Supervisor Shipp moved and Supervisor Prochaska seconded to award the bids for the Fiscal Year 2003-04 Comprehensive Insurance Program and Broker Services as recommended. Motion carried. No. 9g): Events Calendar: Board members will report on events attended and/or to be attended on behalf of the Board of Supervisors, and update the schedule for future Board of Supervisors' Meetings, as appropriate. No official action was taken. No. 9f): Action regarding Yuma County's 2003 Legislative Agenda and related issues. The Board's discussion indicated support for preparation and release of a Request for Proposals for state level lobbyist services. No official action was taken. At 11:04 a.m., Chairman convened a Joint Session of the Board of Supervisors and the Boards of Directors of all Improvement & Special Districts, the Flood Control District, the Free Library District, and the Jail District. No. 10: Approve the June 16, 2026 Regular Session and Flood Control, Library, and Jail Districts minutes.Supervisor Shipp moved and Supervisor McLendon seconded to approve the minutes as presented. Motion carried. At 11:05 a.m., Chairman adjourned the Joint Session with said Boards of Directors and continued as the Jail District Board of Directors. No. 11: Action to award the bid for Medical Health Care Services for the prisoners in the custody of the Sheriff's Department and if unable to negotiate a successful contract with the selected respondent, authorize the Sheriff to enter into negotiations with the next most responsible bidder. Supervisor Shipp moved and Supervisor Prochaska seconded to award the bid for Medical Health Care Services at the Adult Detention Facility to Northend Health Associates, and authorize the Sheriff to negotiate a contract. If unsuccessful, authorize the Sheriff to enter into negotiations with Wexford, Inc. Motion carried. At 11:11 a.m., Chairman adjourned the Jail District Board of Directors and reconvened the Board of Supervisors in Regular Session. Chairman immediately recessed until 1:30 p.m. PUBLIC HEARINGS: Note: Full legal descriptions of property sites for all Rezoning Cases and/or Commission Initiatives are available for public review at the Yuma County Board of Supervisors' Office. At 1:32 p.m., Chairman reconvened the Regular Session. Board members present were: Lenore Loroa Stuart, Lucy Shipp, Robert J. McLendon, Casey Prochaska and Marco A. Reyes. Staff present: Interim County Administrator Harold Aldrich, Deputy County Attorney Ed Feheley, and Interim Clerk of the Board Sue Stallworth. No. 12: Rezoning Case No. 03-01: Request by Leticia Moreira, Agent for Jeffery C. and Pamela C. Bell to rezone a 10.0 acre parcel from Rural Area-10 Acre Minimum Parcel Size to Suburban Site Built - 2 Acre Minimum Parcel on Assessor's Parcel No. 104-23-016, located at Avenue 2-3/4E and County 15-3/4 Street. Staff presented a request from the applicant's agent for a continuance and advised the appropriate fee has been paid. The applicant was not present and not represented by an agent. Jack Winebarger, a developer of nearby property, said he will be requesting abandonment of the right-of-way on Co. 15 3/4 Street, and access to the subject property would not be available on Co. 15 3/4 Street. There were no other public comments in favor or in opposition. Supervisor Shipp moved and Supervisor Reyes seconded to continue Rezoning Case No. 03-01 to the meeting on August 4, 2026 as per the applicant's request. Motion carried. No. 13: Minor Amendment Case No. 2003-MA-07: Request by Donald and Louis Didier, Agents for the Francis R. Didier Trust 03-01-91 for a Minor Amendment to the 2010 Comprehensive Plan to change the land use designation for approximately 10 acres from Rural Density Residential to Agriculture/Industrial on Assessor's Parcels Nos. 112-22-020B, 112-22-037B , and 112-22-037D , generally located at 4360 East County 13th Street. The applicant, Louis Didier, 4360 East County 13th Street, Yuma, spoke on behalf of the request. There were no comments in favor or in opposition to the minor amendment. Supervisor Prochaska moved and Supervisor McLendon seconded to approve Minor Amendment Case No. 2003-MA-07 as presented. Motion carried. No. 14: Rezoning Case No. 03-05: Request by Donald and Louis Didier, Agents for the Francis R. Didier Trust 03-01-91 to rezone the following: a) 5.0 acres from Rural Area - 10 Acre Minimum Parcel Size and Suburban Ranch - 1 Acre Minimum Parcel Size to Suburban Site-Built - 5 Acre Minimum Parcel Size and b) Rezone 4.96 acres from Rural Area - 10 Acre Minimum Parcel Size to General Commercial on Assessor's Parcels Nos. 112-22-020B, 112-22-037B and 112-22-037D, located at 4360 East County 13th Street. The applicant, Louis Didier, 4360 East County 13th Street, Yuma, spoke on behalf of the request. There were no comments in favor or in opposition to the rezoning. Supervisor Shipp moved and Supervisor Prochaska seconded to approve Rezoning Case No. 03-05 as requested, subject to Conditions 1 through 9, modifying Condition No. 6 to delete the dedication of the additional 30 feet of right-of-way on the west edge of parcel 112-22-037D; and from parcel 112-22-020B dedicate an additional 17 feet for a total of 50 feet on the south edge; and, include Notes for the Record D, E, and I, and include the letter from the MCAS, Yuma in the report to the Attorney General. Motion carried. No. 15: Minor Amendment Case No. 2003-MA-08: Request by Edais Engineering, Agent for the New Sun Financial Corporation for a Minor Amendment to the 2010 Comprehensive Plan to change the land use designation for 30.0 acresfrom Urban Density Residential to Medium Density Residential on Assessor's Parcel No. 106-04-001C, generally located east of Scottsdale Drive between 34th Place and 36th Street. Vianey Vega was present and represented Edais Engineering, the agent for the applicant. There were no public comments in favor or in opposition to the request. Supervisor Prochaska moved and Supervisor Reyes seconded to approve Minor Amendment Case No. 2003-MA-08 as presented. Motion carried. No. 16: Authorize an Executive Session to be held, pursuant to Arizona Revised Statute 38-431.03, and recess Regular Session and convene Executive Session. At 2:01 p.m., Supervisor Shipp moved and Supervisor Prochaska seconded to approve Item No. 16 as presented. Motion carried. Following Executive Session, Chairman reconvened the Regular Session at 3:26 p.m. and immediately recessed. At 3:29 p.m., Chairman reconvened the meeting. No. 17: As discussed in Executive Session, discussion and possible action regarding the semifinalists for the County Administrative Officer position. Supervisor Reyes moved and Supervisor Shipp seconded to proceed as discussed in Executive Session. Motion carried. Addendum No. 1: As discussed in Executive Session, discussion and possible action regarding the resignation of the Yuma County School Superintendent. Supervisor Shipp moved and Supervisor Prochaska seconded to proceed as discussed in Executive Session. Motion carried. Supervisor Prochaska stated the Board of Supervisors will accept resumes for the appointment of Yuma County School Superintendent from qualified individuals until 5:00 p.m. on Monday, July 21, 2003. At 3:33 p.m., Supervisor McLendon moved and Supervisor Prochaska seconded to adjourn the meeting until July 10, 2003. Motion carried.
